  • 2 lb boneless beef shoulder or chuck (cut into 1 1/2-inch pieces)
  • Kosher salt
  • Freshly ground black pepper
  • 1/4 cup olive oil (divided)
  • 4 medium onions (halved and thinly sliced)
  • 2 tbsp all-purpose flour
  • 1 cup apple cider vinegar
  • 6 medium carrots (peeled and cut into 1-inch pieces)
  • 1 clove garlic (minced)
  • Bouquet garni (thyme, bay leaf, parsley)
  • Water (as needed)
  • Fresh flat-leaf parsley (for garnish)

Instructions

  1. Pat the beef dry with paper towels, then season generously with salt and pepper.
  2. In a Dutch oven, heat half of the olive oil over high heat. Sear the beef in batches until browned on all sides. Remove from pot.
  3. Lower heat to medium-high; add remaining oil and sauté onions until golden, about 10 minutes.
  4. Sprinkle flour over onions; cook until thickened. Add apple cider vinegar to deglaze the pot.
  5. Return beef to the pot along with carrots, garlic, bouquet garni, and enough water to cover. Bring to a boil, then reduce heat to medium-low and simmer uncovered for 2 to 2½ hours until tender.
  6. Discard bouquet garni, adjust seasoning if needed, garnish with parsley, and serve hot.
